What NRM2 governs

RICS NRM2 sets out the detailed measurement rules for building works: how each work section is measured, what an item description must state, what a rate is deemed to include, and how the bill is put together as tender documentation. It is the successor to SMM7 and is the basis of most UK measured bills.

Its practical demands on software are unglamorous and specific. Items need references that survive reordering. Descriptions need to carry the mandatory information. Provisional sums, prime cost sums and dayworks need to behave as sums rather than as rated items. And the document has to read as a tender document, which means collections, carried-forward summaries and pagination that does not split an item.

A large consultancy running model-led measurement at volume is better served by a dedicated measurement package — the comparison page says so plainly.
