Cities

Lagos is not Abuja, and your library should know that.

Haulage, site access, artisan availability and material logistics differ enough between Nigerian cities that a single national rate is a fiction. BillMate records the location on every rate.

LagosIsland and mainland sites price differently again — access, working hours and haulage all move the labour and plant components. Most practices end up with separate Lekki and mainland entries in the library rather than one Lagos rate.
AbujaFederal capital work brings its own documentation expectations and a supply chain fed largely by road from elsewhere, which lands in the material component rather than the labour one.
Port HarcourtOil-and-gas-adjacent labour rates and marine or waterlogged ground conditions change both the excavation assumptions and the productivity you can assume.
IbadanGenerally lower labour and land costs than Lagos, close enough for material prices to track Lagos with a haulage differential — which is exactly the kind of thing a dated, located rate captures and a national average destroys.

Straight answers

Two things Nigerian surveyors ask first.

Does it support BESMM4?

Yes. NIQS BESMM4(R) (Nigeria) ships as a work-section template — eighteen sections, from Preliminaries and General Items through to Civil Engineering Works — and with it selected the AI assistant is instructed in its work sections, item descriptions, deemed-included rules and units.

What we will not claim is compliance. A template structures the bill; it does not audit your measurement, and no software can. The full position, with the section list.

Does it work when the power and the network are out?

Yes. Everything except the AI assistant runs with no connection at all, because your projects and your rate library are stored on the device rather than on a server. A licence key needs the internet once when you activate it, and re-checks about every 3 days while you are online — and keeps working with no connection for up to 30 days.

The trade-off is real and worth saying: if the device is lost or wiped, the projects go with it. Back up — it is one file.
