Price a Ghanaian bill in cedis, and know how old every rate is

Take off sandcrete walling, build a cedi rate you can defend, and keep every figure dated — because in a market where the currency moves, a rate without a month on it is not a rate at all.

Read this first
No Ghanaian method of measurement ships as a template. Most market hubs on this site are backed by a template for that market's own rules. Ghana is not, and saying otherwise would be exactly the thing we say we do not do. What does ship is RICS POMI — 15 work sections, with the AI instructed in its conventions — which is what internationally procured and donor-funded work here is commonly measured to. For work in local format you start from the generic Trades or Elemental template and build the sections yourself, which takes about ten minutes and is described below.

The short answer

If a templated Ghanaian rule set was the whole of what you were looking for, the note above is your answer. If what you need is somewhere to keep dimensions, build cedi rates that hold up in front of a client, and produce a bill that survives being revised three times, none of that depends on which template you started from.

Building the bill structure yourself

A section in BillMate is an element or a trade — the level a client reads sub-totals at. Start a project from Trades (generic), which arrives as a trade-by-trade breakdown with no standard attached, then rename the sections to the headings your bills actually use, add what is missing, reorder with the arrows in each section header, and delete the rest. Deleting asks first and then offers an undo.

Set the result as your default section template in settings and every new project starts in your own shape. What this gives you is the structure; what it does not give you is an AI assistant instructed in Ghanaian measurement conventions, because there is no templated rule set behind it for the AI to follow.

The standing caveat, which is not specific to Ghana. BillMate does not check your measurement against any method of measurement, templated or not. It structures and prices the bill; the measurement, and responsibility for it, stay with the surveyor. How we handle standards generally.

An external perimeter of 42.40 is not the length of the wall — measured on its centre line a rectangle loses one wall thickness at each of its four corners, so 42.40 becomes 41.50 before anything is multiplied by anything. Get that wrong and every walling quantity in the bill is out by about two per cent, in the direction that favours the contractor. The cement line is the one to watch, and it is the reason this page makes so much of dating. Ghana's cement is made largely from imported clinker landed at Tema and Takoradi, so that constituent tracks the port and the exchange rate rather than anything happening on your site. A rate built when the cedi was somewhere else is not a slightly old rate; it is a rate with a different cement price buried inside it, and nothing on the face of the figure tells you so. That is what the month against every library entry is for.

Illustrative project and illustrative rates. One rate is an AI draft and is marked as one, on screen and on the exported document, which also counts them. The section references are a trades format rather than a standard's — which is the honest consequence of the note at the top of this page, and which nobody reading the bill will mind as long as the preambles say what the rules are. One tax line, and a tax position that is not one number

BillMate applies a single tax line to the sub-total, after preliminaries and contingency, at whatever rate you type and under whatever label you choose. In most markets on this site that is the whole story.

Ghana is the market where that assumption is worth checking. Construction here attracts value added tax alongside separate statutory levies, and they do not all behave the same way — some are recoverable and some are not, and they are not all applied to the same base. One box cannot express that.

So do one of two things, and write down which you chose. Either work out the effective combined rate for your contract and type that into the tax field, or set the tax rate to zero and carry the levies as their own items in the summary where a client can see each one separately. The second is more work and is usually the one a client's surveyor would rather receive. What you should not do is type a headline rate, assume it covers everything, and find out at valuation that it did not — and confirming what actually applies to your contract is a question for your accountant, not for us.

Cities

Distance from the port is most of the difference.

Cement, reinforcement and almost every finish arrive through Tema or Takoradi, so a rate's material component is largely a haulage question.

Accra and TemaClosest to landed cost on anything imported, because the port is right there. What claws it back is land, congestion and restricted delivery windows, all of which land in labour and access rather than in materials.
KumasiThe inland hub, with a strong local trades market and haulage from Tema showing up in the material component of every imported line. Blockmakers and sand are local and price accordingly.
TakoradiThe western port, with oil-and-gas-adjacent labour rates that pull skilled trades away from building work and price them well above the national picture when activity is high.
Tamale and the northThe longest hauls in the country for anything landed at a port, a thinner subcontract market with fewer tenderers, and correspondingly more spread between the prices that come back.

The stale flag matters more here than almost anywhere else on this site. That 2024 steel rate is not a little out of date — it was set against a different exchange rate, which means a different landed cost, which means it is wrong by an amount the figure itself gives you no way of guessing. A good fit
