Take off and prepare a BESMM4-aligned Bill of Quantities

BESMM4(R) is the method of measurement Nigerian bills are prepared to, and it ships in BillMate as a work-section template — so a new project starts in the right shape rather than as a blank sheet.

Implementation status
BESMM4(R) ships as a section template in BillMate 1.0. A new project can start from the BESMM4(R) template, and the template also tells the AI assistant how to word and measure items. BillMate helps you produce a bill structured for BESMM4(R); it does not certify compliance, and the surveyor remains responsible for the measurement.

What BESMM4(R) is

The Building and Engineering Standard Method of Measurement, fourth edition revised, is the Nigerian standard method of measurement, published by the Nigerian Institute of Quantity Surveyors. It sets out how each class of work is measured, what an item description must contain, what a rate is deemed to include, and the units work is billed in — across building and civil engineering works.

A client's quantity surveyor reading your bill assumes those rules. If your excavation is measured to a different set of conventions, your rate is not comparable with anyone else's — which is the entire point of a standard method.

BESMM is a copyright document. We do not reproduce it, summarise its rules clause by clause, or offer it for download. If you prepare Nigerian bills professionally you should hold a licensed copy.

Preparing a BESMM4-aligned bill

  1. Start a project from the BESMM4(R) templatePick NIQS BESMM4(R) (Nigeria) at project creation. The eighteen work sections above are created, and the standard is recorded against the project so it prints on the bill.
  2. Set the currency to NGN and the locality to your cityLocality is free text and specific beats vague — “Lagos, Nigeria” anchors AI pricing far better than “Nigeria”, and Lagos and Abuja are different markets to your rate library.
  3. MeasureOn the dimension sheet by hand, or on screen from an image of the drawing if you hold a paid licence. Either way the working stays attached to the item.
  4. Check the wordingThe AI is instructed in BESMM4(R) conventions, but it drafts and you verify. Descriptions are the part a client’s surveyor reads most closely.
  5. Price from your Nigerian libraryApply the library across the bill, build up what it cannot match, and check what is flagged stale before you issue.
  6. Issue itExport the paginated, letterheaded bill. Export is the part that needs the Pro licence; everything before it is free.

What we still will not claim

That BillMate makes a bill compliant. It structures a bill for BESMM4(R) and instructs the AI in its conventions; it does not audit your measurement, and no software can make an incorrectly measured bill correct. Professional responsibility for the measurement stays with the surveyor, which is where it belongs.
