What CPWD and the DSR are

Central Public Works Department specifications, priced against the Delhi Schedule of Rates or a state equivalent, are the basis of most Indian public-works estimating. The structure is specification-led: an item corresponds to a specification clause, and the rate comes from the published schedule, adjusted by a cost index or by your own rate analysis where the schedule does not reach.

How BillMate handles it

• A CPWD / DSR section template as a project starting point.
• Schedule import. A published schedule is a CSV or Excel file like any other — import it, map the columns once, and it becomes a rate library you can price a whole bill from. Up to 8 MB.
• Because every rate carries its date, a schedule year is recorded rather than assumed, and last year's schedule is flagged stale after 12 months.
• Percentage uplift across the whole schedule — the operation you want when a cost index moves, applied once rather than row by row, and recorded as provenance rather than silently overwriting the original.
• INR as a supported currency; Hindi and Tamil as interface languages.
• Your own rate analysis, in the same build-up format, for the items the schedule does not cover.

What it does not do. BillMate ships no schedule data. We do not distribute the DSR or any state schedule — you import the copy you are entitled to use. There is also no compliance checking against CPWD specifications.
